Two terminal agents, one price point, wildly different economics. I’ve been running both Claude Code and Codex CLI on the $20 tier for the past month, and the real cost story isn’t on any pricing page.

Both Anthropic and OpenAI pitch their terminal coding agents at $20/month. Claude Code runs on your Pro plan. Codex runs on your ChatGPT Plus. Same sticker price. But spend a few weeks actually using both and you realize the $20 tells you almost nothing. What matters is how each tool allocates, and depletes, your budget.

The sticker price is a teaser

Claude Code comes bundled with the Claude Pro plan at $20/month. Codex CLI comes with ChatGPT Plus at $20/month. On paper, it’s a tie.

But here’s what the pricing pages don’t emphasize: the two tools handle usage completely differently. Claude Code shares its allowance with claude.ai. Open a Claude Pro chat in your browser to summarize a PDF, and you’ve just eaten into your Claude Code budget. Your coding time and your research time come from the same pool.

Codex is different. OpenAI gives Codex its own separate usage limits with its own 5-hour rolling reset windows. Your regular ChatGPT conversations (asking about weekend plans, generating images, deep research) don’t touch your Codex allocation at all. The two are independent pools. That said, Codex usage does share its “agentic” limit with ChatGPT for Excel and Workspace Agents, so it’s not completely isolated from everything. But your regular ChatGPT chats? Those are safe.

The $20 buys you access rather than a dedicated coding budget. For light users, that’s fine. For anyone coding 3+ hours a day, it’s the first week of the month and you’re already rationing.

How Claude Code bills your time

Claude Pro uses a combination of 5-hour sessions and weekly usage caps. You can code intensively within a session, but once you hit the weekly ceiling, you’re done until the reset. Claude Code shares this allocation with claude.ai. There’s no separate pool.

If you’re a heavy Claude user for research, writing, or analysis, your coding time competes with everything else. I’ve hit my weekly cap by Wednesday more than once. The Max plans (5x at $100/mo, 20x at $200/mo) solve this, but now you’re no longer in the $20 conversation.

What you get for the money: Opus 4.7 with a 1M token context window (on Max and Team plans; Pro gets Sonnet 4.6 by default with Opus available for select tasks). Claude Code with Opus 4.7 scores 87.6% on SWE-bench Verified, the highest of any coding agent on that benchmark. When it works within your budget, it produces code that rarely needs a second pass.

The weekly cap system creates a specific kind of frustration. You learn to game it. Tuesday becomes “big Claude Code day” because the reset just happened. Thursday becomes “light touch day” because you’re preserving tokens for a Friday deadline. Your coding schedule starts revolving around a subscription reset, and that’s a weird way to build software.

How Codex CLI bills your time

Codex uses 5-hour rolling windows with published ranges, not fixed limits. Plus users get 45 to 225 messages per window. That 5x spread exists because task complexity determines consumption. A quick bug fix costs 1-3 messages. A complex architectural refactor? That can eat 20-50.

Here’s the math that matters: at the lower bound, a Plus user gets 45 messages per window. One serious refactor (touching 10+ files) can burn 20-50 of those. That’s your entire window gone in two or three tasks. At the upper bound, you have more breathing room, but OpenAI doesn’t tell you which bound you’ll hit until you’re there.

Since April 2026, Codex switched to token-based billing for Plus, Pro, and Business plans. Credits consumed equals input tokens times input rate plus output tokens times output rate. This is more transparent but also more variable. OpenAI’s own estimate puts average Codex costs at $100 to $200 per developer per month, a far cry from the $20 entry point.

There’s a 2x rate limit promotion running since February 2026. The upper bounds of those published ranges already reflect it. When it ends, expect limits to drop roughly in half. Your current “comfortable” Codex usage could become painful overnight, and there’s no guarantee OpenAI will announce the end date in advance.

The token efficiency gap

This is where the comparison gets lopsided. Codex CLI uses approximately 4x fewer tokens per task than Claude Code. That’s the difference between burning through your allocation in an afternoon versus lasting the whole workday.

But fewer tokens doesn’t always mean better value. Claude Code’s approach is thorough. It reads more of your codebase, considers more edge cases, and produces higher-quality output that needs fewer revision cycles. Codex is faster and leaner, optimized for autonomous execution where speed matters more than perfection.

The question becomes: do you want one excellent solution that costs 4x the tokens, or four good-enough solutions for the same price? For a critical payment integration, I’ll take Claude Code every time. For a batch of unit tests across 20 files, Codex gets it done in a quarter of the token budget.

What happens when you hit the wall

Both tools will sell you more capacity when you run out. The question is whether you want to buy it.

Claude Code on Pro now supports extra usage billing: when you hit your plan allocation, you can keep going at standard API token rates. It’s opt-in: enable it in Settings > Usage, add a payment method, and set a daily spending cap. A heavy Claude Code session can run $5-15 per hour on extra usage depending on model choice and context size. It’s more flexible than the old hard-stop approach, but it turns a predictable $20 into an open-ended meter.

Codex CLI also lets you buy credits to continue past your included allocation. The experience is similar. Keep working, pay more. OpenAI’s own estimate of $100-$200/dev/month is the natural consequence of pay-per-overflow pricing on either platform.

Both roads lead to the same place. Whether you’re buying Claude extra usage or Codex overflow credits, you’re paying API rates on top of your subscription. The $20 entry point is a floor, same as a ceiling.

Open source changes the math

There’s one more factor that doesn’t show up on pricing pages. Codex CLI is open source under Apache 2.0. Claude Code is proprietary. Why does this matter for a $20 comparison?

With Codex, you can fork the CLI, modify how it handles context, integrate it into your own toolchain, or run it with alternative models. If OpenAI’s pricing ever becomes untenable, you have options. The agent framework is yours. Several teams I’ve talked to run a customized Codex with local models for internal tasks, paying nothing beyond their compute costs.

Claude Code gives you no such escape hatch. You’re locked into Anthropic’s ecosystem. Their models, their pricing, their rate limits. When they change the weekly cap calculation (and they have, multiple times), you adapt or you leave.

For individual developers on $20 plans, this distinction is theoretical. But if you’re building a team workflow around one of these tools, vendor lock-in should factor into the decision. The cheapest tool today isn’t always the cheapest tool next quarter.

The developer profile test

After a month of side-by-side usage, here’s who should pick what.

Pick Claude Code on Pro if you: code 1-3 hours a day, value correctness over speed, work on frontend or complex architecture, and don’t use claude.ai heavily for other tasks. You’ll get the best output quality per dollar, and the weekly caps won’t feel constraining.

Pick Codex CLI on Plus if you: run many small-to-medium tasks, value speed and autonomy, work on backend or DevOps tasks, and want more granular control over spending. The token efficiency advantage is real, and the open-source CLI (Apache 2.0) means you can self-host and customize.

Pick neither if you: code 6+ hours a day. The $20 tier is a sampler for both tools. Heavy users will end up on Max ($100-200) or Pro ($200) respectively, and at that point you should be evaluating API costs directly.

What I actually do

The $20 plan for both tools is a gateway, not a destination. It’s enough to figure out which agent fits your workflow, then you’ll likely need to upgrade or buy overflow credits. The key difference isn’t price — it’s how the budget works. Claude Code shares a pool with your claude.ai usage, so every PDF summary competes with your coding. Codex gives you a separate allocation, so your regular ChatGPT usage doesn’t eat into coding time. Both will upsell you past $20 eventually.

I run both. Claude Code for architecture decisions and anything frontend-related. Codex for batch operations, DevOps work, and when I need something done fast and I’m willing to babysit the result. The $40/month for both plans is still cheaper than the $100-$200 either one costs when you push it hard.

The real winner of the $20 AI coding war? Depends on whether you want your coding budget mixed into everything else (Claude Code) or kept in its own sandbox (Codex). Either way, budget for more than $20.
